At CREATE, young people are at the centre of everything we do. From shaping our programs to driving national advocacy, their voices guide our direction, priorities, and impact.
Our youth governance model ensures children and young people with a care experience have real influence in decision-making. Through advisory groups at local and national levels, young people lead the conversation on what needs to change and how to make it happen.
The National Experience to Action Board (Youth) - NEABY, is CREATE’s peak youth advisory group and the flagship model for lived experience governance in action.
NEABY brings together Young Consultants from across Australia to guide CREATE’s national advocacy agenda and ensure young people’s lived experience leads the conversation on reform.
Promote the voices and expertise of children and young people with a care experience
Drive CREATE’s advocacy work at the national level
Push for systemic change to create a better life for kids in care and young people leaving care
Collaborate, share ideas, and identify priority issues in the care system
Provide advice and feedback on advocacy campaigns, submissions, and projects
Turn lived experience into evidence that influences government, sector leaders, and community understanding
NEABY meets online quarterly and includes eight young people with lived experience of care, supported by CREATE’s Advocacy team.

NEABY is part of a broader network of CREATE advisory groups across Australia. Through Youth Advisory Groups (YAGs), young people meet regularly to share ideas, give feedback, and shape local services and projects. Together, YAGs and NEABY create a pathway from local insight to national influence, ensuring young people’s voices are heard at every level.
